Rumor mongers spread it by word of mouth. Recruiters gather the crowds and wait for the signal. Two roles are pivotal here. One, the fire tender, works between riots keeping communal grievances warm, surfacing real or fabricated flash points so animosities never fully cool. And two, the conversion specialist is the trigger. He takes a local incident and reframes it as a communal attack requiring response.
