Now the question is that when citizenship as an idea emerged, it emerged with this idea that what does citizenship give you? Membership in a State Legal Membership. It is assumed that every citizen enjoys equal rights in any state. Which is also enshrined in the Constitution of India. But if you look at it carefully and see it being implemented on the ground, you will feel that this citizenship is very much like a Shimara, the need for which is that the constitutional right to citizen being an equal citizen is important but the thing that can be said about it being implemented on the ground is very far from that, there are many reasons for this. The great deal of inequality within the society is also a reason and I am seeing that inequality that instead of getting removed over the years, it is getting reinforced and apart from within the society, the governments, the power, the politics, which could have been an instrument to implement this constitutional provision, if you look at the recent times, at least for the last one or two decades, especially from the perspective of citizenship, have maintained a complete distance. Ever since the establishment of a Hindutva regime, especially in India, at the Centre and in many states, we are seeing that the formal promise of citizenship is also being eroded to a great extent.
