Odisha has long been called the land of Jagannath — syncretic, plural, defined by welfare over identity. That was the story. But underneath it, another narrative was being written for decades by the Sangh Parivar.

है। इसके साथ जो तस्वीर जहन में उभरती है, वह किसी भी इंसान को बेचैन कर देने वाली है। एक बेगुनाह, बेबस इंसान जिसे नफरत से भरी भीड़ ने घेर रखा है और मजहब के नाम पर बेरहमी से मारा जा रहा है। आमतौर पर जब ऐसे वाक्यात सुनते हैं तो कुछ खास स्टेट्स का नाम जहन में आता है। जैसे राजस्थान, हरियाणा, उत्तर प्रदेश या झारखंड लेकिन पिछले कुछ सालों में एक और स्टेट का नाम भी इस हवाले से चर्चा में आने लगा है और इसके आसार अब नजरअंदाज करना मुश्किल हो गए हैं। जून 2024 में बीजेपी ने उड़ीसा में पहली बार अपने दम पर हुकूमत बनाई। उसके बाद से स्टेट में कम्युनल टेंशंस में तेजी से इजाफा हुआ है। दरअसल 9 मार्च को चीफ मिनिस्टर मोहन चरण मांझी ने स्टेट असेंबली में खुद तस्लीम किया कि उनकी हुकूमत में आने के बाद से ओसा में कम्युनल वायलेंस के 54 वाक्यात और मॉब लिंचिंग के सात मामले सामने आ चुके हैं। यह बात उन्होंने बीजेडी एमएलए गौतम बुद्ध दास के सवाल के जवाब में कही। निशाना बनाए गए लोगों में बड़ी तादाद मुस्लिम्स, दलित्स और ट्राइबल क्रिश्चियंस की थी। लेकिन यह सुरते हाल रातोंरात पैदा नहीं हुई। जो तनाव हम आज देख रहे हैं वो एक लंबे सियासी और नजरियाती सिलसिले का नतीजा है। इस तब्दीली को समझने के लिए हमें कई दशक पीछे जाना होगा। जब उड़ीसा में हिंदुत्व की सियासत धीरे-धीरे पांव पसार रही थी। 1940 के दहाई में राष्ट्रीय स्वयंसेवक संघ यानी आरएसएस ने उड़ीसा में अपना दायरा बढ़ाना शुरू किया। आरएसएस की नजर में यह ख्ता एक अलग हिंदू तहजीबी सरजमी था जिसे भगवान जगन्नाथ की परंपराओं और पूरी के मंदिर शहर ने शेप किया था। लोकल ट्रेडिशंस से टकराने की बजाय आरएसएस ने हिंदुत्व के नजरिए को जगन्नाथ भक्ति के साथ जोड़ दिया। 1960 की दहाई तक संघ से जुड़ी कई तंजीमे स्टेट में अपनी जड़े जमा चुकी थी। इनमें संघ का पॉलिटिकल विंग, भारतीय जनसंघ और स्टूडेंट विंग अखिल भारतीय विद्यार्थी परिषद शामिल थी। इनके साथ विश्व हिंदू परिषद भी था जिसका ऐलानिया मकसद था हिंदू समाज को ऑर्गेनाइज और कंसोलिडेट करना और हिंदू धर्म की खिदमत और हिफाजत करना। यह तहरीक कंट्रोवर्सीज से खाली नहीं थी। 1964 में रुकेला शहर में कम्युनल वायलेंस भड़क उठे जब ईस्ट पाकिस्तान से हिंदू रेफ्यूजीस की लाशें लेकर आई ट्रेंस शहर में दाखिल हुई। कम से कम 28 लोग मारे गए और वह सभी मुसलमान थे। खबरें आई कि इस फसाद में संघ परिवार की तंजीमों का हाथ था। बावजूद इसके सियासी लिहाज से यह तहरीक दशकों तक हाशिए पर ही रही। भारतीय जनसंघ ने स्टेट असेंबली में अपने पहले नुमाइंदे तब भेजे जब 1977 में इमरजेंसी का खात्मा हुआ। तब भी आमतौर पर यह समझा जाता था कि यह तंजीम लोकल उड़िया लोगों की नहीं बल्कि मारवाड़ी ट्रेडर्स की नुमाइंदगी करती है जो वेस्टर्न इंडिया से आए हुए थे। 1980 के दहाई के आखिर में जाकर यह जमात जो बाद में भारतीय जनता पार्टी यानी बीजेपी की शक्ल में सामने आई ओसा में धीरे-धीरे अपना असर बढ़ाने लगी। 1980 और 1990 की दहाई की शुरुआत पूरे हिंदुस्तान में हिंदू नेशनलिस्ट तहरीकों के उभार का दौर था। विश्व हिंदू परिषद की चलाई राम जन्मभूमि तहरीक जोर पकड़ रही थी और राजीव गांधी की हुकूमत में सरकारी चैनल दूरदर्शन पर ब्रॉडकास्ट होने वाले सीरियल्स रामायण और महाभारत पूरे मुल्क में करोड़ों लोगों पर अपना असर डाल रहे थे। इसी के साथ कांग्रेस का दशकों पुराना पॉलिटिकल डोमिनेंस कमजोर पड़ने लगा था और बीजेपी का उभार शुरू हो रहा था। फिर भी स्टेट की सियासत पर रीजनल फोर्सेस की पकड़ बनी रही। बीजू जनता दल जिसे नवीन पटनायक ने 1997 में अपने वालिद बीजू पटनायक की विरासत को आगे बढ़ाते हुए कायम किया। 200 से ओसा पर हुकूमत करती आ रही थी। बीजेपी के उभरने में एक अहम मोड़ 1998 से 2009 तक बीजेडी के साथ उसके अलायंस की शक्ल में आया। इस पार्टनरशिप की वजह से पार्टी को स्टेट गवर्नमेंट में वज़ारत का मौका मिला। इससे पार्टी को वेस्टर्न ओसा में और अपर कास्ट व ट्राइबल बिरादरियों में अपनी जगह बनाने में मदद मिली। लेकिन इसी दौर में कम्युनल वायलेंस के कई वाक्यात भी पेश आए। क्रिश्चियन मिशनरीज और ट्राइबल क्रिश्चियंस को अक्सर निशाना बनाया जाता रहा। कई मामलों में उन पर जबरदस्ती दबाव डाला गया कि वह हिंदूइज़्म में वापस लौट आए। 1999 में विश्व हिंदू परिषद की मिलिटेंट यूथ विंग बजरंग दल के मेंबर्स ने ऑस्ट्रेलियन मिशनरी ग्रहमस्टेंस और उनके दो छोटे बेटों को जिंदा जला दिया। यह तनाव सालों तक अंदर ही अंदर सुलखता रहा। करीब एक दशक बाद दिसंबर 2007 में माइनर क्लैशेस शुरू हुए। जो 2008 में कंदमल में बड़े पैमाने पर ईसाई विरोधी दंगों में बदल गए। इसका ट्रिगर था वीएचपी लीडर लक्ष्मण आनंद सरस्वती का कत्ल जो ट्राइबल कम्युनिटीज को हिंदूज़्म में वापस लाने के लिए घर वापसी मुहिम चलाते थे। जिसका नतीजा बड़े पैमाने पर तबाही की शक्ल में सामने आया। पुलिस रिकॉर्ड्स के मुताबिक 395 चर्चेस और दूसरे इदारे तबाह किए गए और 400 गांव में 4500 से ज्यादा घर जला दिए गए। 55,000 से ज्यादा लोग अपने घरों से उजड़ गए। बहुत सारे लोगों को रिलीफ कैंप्स में पनाह लेनी पड़ी और बहुत से लोगों को सरहद पार आंध्र प्रदेश भागना पड़ा। इसके बाद तत्कालीन चीफ मिनिस्टर नवीन पटनायक ने सरेआम माना कि इस वायलेंस में बजरंग दल और संघ परिवार की दूसरी तंजीमों का सीधा हाथ था। इसके कुछ ही अरसे बाद उन्होंने बीजेपी के साथ बीजेपी का अलायंस अचानक तोड़ दिया। 2009 के इलेक्शंस में बीजेपी की सियासी किस्मत बुरी तरह पलट गई। 147 सीट्स वाली असेंबली में उसे महज छह सीट्स ही मिली। लेकिन इन सब के बावजूद संघ परिवार ने अपना काम जारी रखा। सालों तक हिंदुत्व ऑर्गेनाइजेशंस खामोशी से अपने जमीनी नेटवर्क्स फैलाती रही। स्कूल्स, सोशल प्रोग्राम्स और कल्चरल मोबिलाइजेशंस के जरिए। 2014 में नेशनल लेवल पर बीजेपी की जीत ने पार्टी को नई ताकत और रफ्तार दी। धीरे-धीरे उसने कांग्रेस को पीछे छोड़ दिया और ओसा में बीजेपी का प्रिंसिपल चैलेंजर बन गई। 2024 के इलेक्शंस आते-आते पॉलिटिकल डिस्कोर्स की पूरी नोइयत बदल चुकी थी। आज उड़िया संस्कृति संकटों में घिरी हुई है। सारा उड़िया जाति पाई एक उत्सव और दिनों सालों से बीजेपी का दारोमदार वेलफेयर स्कीम्स और डेवलपमेंट के एजेंडा पर था। लेकिन बीजेपी ने मुकाबले की पूरी बिसात पलट दी। उसने इलेक्शन को आइडेंटिटी के सवाल में बदल दिया। कैंपेन के सेंटर में था ओडिया अस्मिता यानी ओडिया प्राइड और उस आइडेंटिटी के सेंटर में थे भगवान जगन्नाथ। नॉर्दन इंडिया के बरक्स जहां बीजेपी अक्सर भगवान राम को आगे रखती है। ओसा में पार्टी ने जगन्नाथ कल्चर को अपना लिया। इसे रीजनल सिंबल के साथ-साथ एक ब्रॉडर हिंदू सिविलाइजेशनल आइडेंटिटी के तौर पर पेश किया गया। बीजेटी ने भी कंपटीशन में जगन्नाथ कल्चर को हाईलाइट करने की कोशिश की। इसकी मुहिम में पूरी के मंदिर शहर को सवारने और उसे एक वर्ल्ड हेरिटेज डेस्टिनेशन के तौर पर पेश करने का मंसूबा शामिल था। साथ ही भुवनेश्वर में फर्स्ट वर्ल्ड उड़िया लैंग्वेज कॉन्फ्रेंस का आयोजन किया गया। जिसमें उड़िया लैंग्वेज लिटरेचर और हिस्ट्री को सेलिब्रेट किया गया। लेकिन इस शिफ्ट से बीजेपी को एक बड़ी पॉलिटिकल ओपोरर्चुनिटी मिली। जिसने ओडिया अस्मिता के नैरेटिव को और अग्रेसिवली आगे बढ़ाया। पार्टी ने आरोप लगाया कि बीजेपी एक गैर ओडिया को चीफ मिनिस्टर की कुर्सी पर बैठाने की कोशिश कर रही है। यह इशारा सीधे वीके पांडयन की ओर था जो एक तमिल ब्यूरोक्रेट और नवीन पटनायक के क्लोज एड थे। जल्द ही पूरे स्टेट में एक ही नारा गूंजने लगा। ओसा का चीफ मिनिस्टर ओडिया ही होना चाहिए। बीजेपी ने ट्राइबल कम्युनिटीज तक भी अपनी पहुंच का दायरा बढ़ाया। प्राइम मिनिस्टर नरेंद्र मोदी ने बार-बार आइकॉनिक आदिवासी फ्रीडम फाइटर बिरसा मुंडा को इनवोक किया और 2021 में उनकी सालगिरह को नेशनल ट्राइबल प्राइड डे का दर्जा भी दिया गया। भगवान बिरसा मुंडा ने आदिवासी समाज के लिए अस्तित्व, अस्मिता और आत्मनिर्भरता का सपना देखा था। जीत के बाद इस मैसेज को और पुख्ता किया गया। खुद एक ट्राइबल लीडर मोहन चरण मांझी को स्टेट का चीफ मिनिस्टर बनाया गया। जबकि जुआ ओराम को यूनियन मिनिस्टर फॉर ट्राइबल अफेयर्स का ओहदा दिया गया। इलेक्टोरल डाटा बताता है कि यह स्ट्रेटजी कारगर रही। बीजेपी ने वेस्टर्न और नॉर्थ वेस्टर्न ओसा में जहां ट्राइबल आबादी की बड़ी तादाद है, शानदार कामयाबी हासिल की। सीएसडीएस डाटा के मुताबिक बीजेपी ने शेड्यूल ट्राइब वोट्स का 42% हासिल किया। जबकि बीजेडी को महज 27% ही मिला। पार्टी ने रूरल इलाकों में अपना वोट शेयर करीब 10% बढ़ाया और साथ ही अपर कास्ट, अपर ओबीसीज और दलित्स में भी अपना सपोर्ट मजबूत किया और पूरे स्टेट में संघ परिवार ने साल दर साल एक डेंस ऑर्गेनाइजेशनल नेटवर्क क्रिएट कर लिया। आज द कैरवान के मुताबिक उड़ीसा में आरएसएस से जुड़ी कम से कम 73 ऑर्गेनाइजेशंस एक्टिव हैं। जो ट्राइबल हॉस्टल्स से लेकर गौ रक्षक कमेटीज तक सब कुछ चला रही हैं। लेकिन जैसे-जैसे यह डेंस इकोसिस्टम फैलता गया हिंदुस्तान के दूसरे हिस्सों की तरह ओसा में भी वही डार्क और फमिलियर पैटर्न उभरता हुआ दिखने लगा। रूलिंग संघ परिवार मशीनरी से जुड़ी मॉब लिंचिंग के वाक्यात। इसका एक विक्टिम था शेख मकरंद मोहम्मद। एक मुसलमान जिसे कथित तौर पर बजरंग दल से जुड़े काऊ विजिलंटीज यानी गांव रक्षकों ने लिंचिंग का निशाना बनाया। अक्यूज्ड उसके घर वालों के जान पहचान के लोग थे और उनके नाम एफआईआर में दर्ज थे। ऐसे मामले दिखाते हैं कि जब विजिलेंटी ग्रुप्स को यह महसूस होने लगता है कि सत्ता उनके साथ है तो विचारधारा कितनी जल्दी हिंसा में बदल सकती है और जब ऐसा होता है तो एक ऐसा शब्द जो कभी दूर का लगता था रोजमर्रा की जिंदगी की तल्ख हकीकत बन जाता है लिंचिंग हम्म।

A Chief Minister's Admission

On March 9, addressing the Odisha state assembly, Chief Minister Mohan Charan Majhi confirmed something that had been building for months: since his government took office, the state had recorded 54 incidents of communal violence and seven cases of mob lynching. He was answering a question from BJD legislator Gautam Buddha Das. Those targeted were overwhelmingly Muslims, Dalits and tribal Christians.

Mob lynching in India has, since 2014, become associated with a specific set of states — Rajasthan, Haryana, Uttar Pradesh, Jharkhand — and Odisha was rarely named alongside them. That changed after June 2024, when the BJP formed a government in the state entirely on its own for the first time, and communal tensions sharply escalated. The pattern did not appear overnight. It is the product of a decades-long political and ideological process reaching back to the 1940s, when Hindutva politics first began putting down roots in the state.

From the 1940s to Rourkela

The Rashtriya Swayamsevak Sangh started expanding its presence in Odisha in the 1940s, viewing the state as a distinct Hindu cultural territory shaped by the traditions of Lord Jagannath and the temple town of Puri. Rather than confronting local custom, the RSS fused its Hindutva outlook with Jagannath devotion itself. By the 1960s, affiliated organisations had put down firm roots — the Bharatiya Jana Sangh as its political wing, the Akhil Bharatiya Vidyarthi Parishad as its student wing, and the Vishva Hindu Parishad, whose stated purpose was to organise and consolidate Hindu society and to serve and protect Hindu dharma.

This movement was not free of controversy. In 1964, communal violence broke out in Rourkela after trains carrying the bodies of Hindu refugees from East Pakistan arrived in the city. At least 28 people were killed, all of them Muslim, and reports at the time implicated Sangh Parivar organisations. Even so, the movement stayed politically marginal for decades. The Jana Sangh sent its first representatives to the state assembly only in 1977, after the Emergency ended, and was widely seen as representing Marwari traders from western India rather than local Odia people. Only in the late 1980s did the organisation — by then reconstituted as the Bharatiya Janata Party — begin slowly building influence, riding a nationwide surge in Hindu nationalist politics driven by the VHP's Ram Janmabhoomi movement and Doordarshan's telecasts of the Ramayana and Mahabharata. Congress's national dominance weakened through this period, but Odisha's politics stayed with regional forces — chiefly the Biju Janata Dal, founded by Naveen Patnaik in 1997 to carry forward his father Biju Patnaik's legacy.

Alliance, Kandhamal, and a Decade in the Wilderness

The BJP's real foothold in Odisha came through its alliance with the BJD, which lasted from 1998 to 2009 and gave the party ministerial positions in the state government, helping it establish itself in western Odisha and among upper-caste and tribal communities. But the same years saw repeated communal violence, with Christian missionaries and tribal Christians frequently targeted and, in several cases, pressured to convert back to Hinduism. In 1999, members of the VHP's militant youth wing, the Bajrang Dal, burned alive Australian missionary Graham Staines and his two young sons.

That tension simmered for years before erupting fully. Minor clashes beginning in December 2007 grew, in 2008, into large-scale anti-Christian riots in Kandhamal, triggered by the murder of VHP leader Laxmanananda Saraswati, who ran a "Ghar Wapsi" campaign to bring tribal communities back into the Hindu fold. Police records show 395 churches and other institutions destroyed and more than 4,500 homes burned across 400 villages; over 55,000 people were displaced, many into relief camps, others fleeing across the border into Andhra Pradesh. Then-Chief Minister Naveen Patnaik publicly acknowledged that the Bajrang Dal and other Sangh Parivar organisations had a direct hand in the violence, and soon after broke his alliance with the BJP, whose fortunes collapsed at the 2009 election, where it won just six of the assembly's 147 seats.

Even so, the Sangh Parivar kept working, quietly expanding grassroots networks through schools, social programmes and cultural mobilisation. The BJP's 2014 national victory gave it fresh momentum, and it steadily overtook Congress as the BJD's principal challenger in the state.

Odia Asmita and the Network Behind It

By the 2024 election, Odisha's political discourse had shifted entirely. For years the BJP's pitch had rested on welfare schemes and development; in 2024 it turned the contest into a question of identity, campaigning on "Odia Asmita" — Odia pride — with Lord Jagannath at its centre. Where the BJP typically foregrounds Lord Ram in northern India, here it embraced Jagannath culture as both a regional symbol and part of a broader Hindu civilisational identity; the BJD, competing for the same ground, tried to highlight Jagannath culture too. The BJP's campaign included plans to redevelop Puri as a world heritage destination and the first World Odia Language Conference in Bhubaneswar, celebrating Odia language, literature and history.

This shift also handed the BJP a sharper opening: it accused the BJD of trying to install a non-Odia chief minister, aimed squarely at V.K. Pandian, a Tamil bureaucrat and close aide to Naveen Patnaik. A slogan soon spread across the state — that Odisha's chief minister should be Odia. The BJP also widened its outreach to tribal communities. Prime Minister Narendra Modi repeatedly invoked the tribal freedom fighter Birsa Munda, and in 2021 his birth anniversary was declared National Tribal Pride Day. After the 2024 win, that message was reinforced: Majhi, a tribal leader, became chief minister, while Juel Oram was given the Union ministry for tribal affairs.

The strategy shows in the numbers. The BJP performed strongly in western and northwestern Odisha, where the tribal population is large; CSDS data shows it won 42% of Scheduled Tribe votes against the BJD's 27%, lifted its rural vote share by roughly 10%, and strengthened support among upper castes, upper OBCs and Dalits. Underpinning this was an expanding organisational base: per The Caravan, at least 73 RSS-affiliated organisations are active in Odisha, running everything from tribal hostels to cow-protection committees.

It is against this backdrop that the lynching numbers Majhi cited in the assembly take on their fuller meaning. As the Sangh Parivar's network has grown denser, Odisha has begun to show a pattern visible elsewhere in India — mob violence tied to the machinery around the ruling party. One victim was Sheikh Makrand Mohammad, a Muslim man allegedly lynched by cow vigilantes linked to the Bajrang Dal; the accused were acquaintances of his family, their names recorded in the police complaint. Such cases show how quickly ideology can turn into violence once vigilante groups sense power is on their side — and how a word that once felt distant, lynching, has become an everyday reality.
