Was the Notice Against Jauhar University Legal?

Look, the notice given by the RDA is completely illegal — issued beyond its jurisdiction. The RDA had no authority to issue a notice in this matter. Where the university is located is a village called Singhankhera — it falls within that village's land. Singhankhera village was only added to the RDA's area in a recent notification — before that, this village wasn't even within it.

To call something illegal is not a small thing — I have been a law professor, and I have also served as Dean and Chairman at Aligarh Muslim University. I was Vice-Chancellor there too. I know very well what legality is, what illegality is. I am astonished — the RDA, the Rampur Development Authority, which became applicable in our area only recently — and as every person who knows law, as every scholar knows, when any Act is passed, it first passes through Parliament, then the President gives assent to it, after which it is published in the official gazette — and it is applicable from the day it is published. I don't know why our honourable DM sahab is giving it retrospective effect.

The DM sahab, too, sits on such a high chair having received his own education from some educational institution. There will be many such educational institutions across the country. I don't think there is any educational institution that meets every single building standard.
