आज हम इस वीडियो की शुरुआत करेंगे एक [संगीत] बहुत आम सोच से। अक्सर यह कहा जाता है कि मुसलमान तालीम को अहमियत नहीं देते या उनके यहां पढ़ाई को [संगीत] लेकर सीरियसनेस कम होती है। लेकिन जामिया नगर साउथ ईस्ट दिल्ली में किए गए इस डिटेल्ड स्कूल एजुकेशन स्टडी के आंकड़े [संगीत] इस सोच को साफ तौर पर गलत साबित करते हैं। यह स्टडी दिखाती है कि जामिया नगर के ज्यादातर [संगीत] घरों में बच्चों की पढ़ाई को लेकर चिंता और कोशिश दोनों है। स्कूल एनरोलमेंट [संगीत] हाई है और बच्चों के अंदर एजुकेशनल एस्पिरेशन भी मौजूद है। [संगीत] प्रॉब्लम यह नहीं है कि बच्चे पढ़ना नहीं चाहते बल्कि असल सवाल यह है [संगीत] कि वो किन हालात में और किस तरह के इंस्टीट्यूशनल सिस्टम के अंदर पढ़ रहे हैं। इसी जमीनी [संगीत] हकीकत को समझने के लिए यह वीडियो जामिया नगर पर किए गए इस नेबरहुड लेवल एजुकेशन स्टडी [संगीत] के नतीजे सामने रखने की एक कोशिश है। जामिया नगर के एजुकेशनल स्टेटस पर जो रिपोर्ट आई है वो रिपोर्ट लाने का असल मकसद यह था कि यहां मुस्लिम्स की एक बड़ी आबादी है। [संगीत] मुसलमानों के बहुत इन्फ्लुएंशियल लोग उनके बड़े-बड़े इदारे यहां एकिस्ट करते हैं। लेकिन कोऑपरेट करते हुए और एक दूसरे को जो है वह सपोर्ट करते हुए कोई काम अगर एजुकेशन में हमको करना है तो उस एजुकेशन में काम करने के लिए हम लोगों को यह बहुत ज्यादा जरूरत है कि हमारे पास कोई ऐसी बुनियादी मालूमात हो कि जिस मालूमात की बुनियाद पर हम कोई लॉन्ग टर्म प्लान बना सकें। यह स्टडी [संगीत] स्कूल एजुकेशन इन अ मुस्लिम कंसंट्रेटेड अर्बन नेबरहुड्स अ केस स्टडी ऑफ जामिया नगर एक कोलबोरेटिव रिसर्च इनिशिएटिव [संगीत] है जिसे नाउस और दिल्ली हल्का जमात इस्लामी हिंद ने मिलकर किया है। इसमें 12 इलाकों के 2700 हाउसहोल्ड्स शामिल हैं और 3 से 18 साल के करीब 3900 मुस्लिम बच्चों [संगीत] की स्कूलिंग जर्नी को डिटेल में समझा गया है। यह स्टडी सिर्फ एनरोलमेंट [संगीत] तक लिमिटेड नहीं है। इसमें हाउसहोल्ड कंडीशंस, स्कूल अवेलेबिलिटी और लैंग्वेज और मैथ्स में [संगीत] फाउंडेशनल लर्निंग आउटकम्स भी देखे गए हैं। इस स्टडी की एक बड़ी अहम बात यह है कि यह बिल्कुल साफ कर देती [संगीत] है कि एजुकेशन में पीछे रह जाना कोई कल्चरल चॉइस नहीं होती बल्कि ज्यादातर मामलों में स्ट्रक्चरल और इंस्टीट्यूशनल हालात इसकी वजह बनते हैं। इस रिपोर्ट में जितनी चीजें जो दी गई हैं वह रिपोर्ट खुद यह बताती [संगीत] है कि भाई यहां के जो आबादी है उस आबादी का 95 98% [संगीत] जो है वो लोग उसके अंदर जो है वो पार्टिसिपेटेड हैं और लोग जो है वो पढ़ने की तरफ [संगीत] गामजन है। तो यह रिपोर्ट का जो डाटा है वह तो यह बता रहा है कि भ [संगीत] चाहे वह लोअर क्लास का तबका हो जो डेली अर्न कर रहा है या जाकर के जो है वो घरों में काम कर रहा है वो भी यह कोशिश कर रहा है कि उसके बच्चे जो है वो [संगीत] पढ़ाई करें और पढ़ करके जो है वो आगे बढ़ सकें। जामिया नगर का सोशियोइकोनॉमिक प्रोफाइल अपने आप में बहुत कुछ समझाता है। यहां ज्यादातर फैमिलीज न्यूक्लियर हैं। [संगीत] करीब आधे हाउसहोल्ड्स माइग्रेंट बैकग्राउंड से आते हैं। खासतौर से उत्तर प्रदेश और बिहार से। वेल्थ लेवल पर काफी फैमिलीज लो इनकम या लोअर [संगीत] मिडिल इनकम कैटेगरी में आती हैं। बहुत से घरों में बेसिक अम्युनिटीज तक पूरी तरह सिक्योर नहीं है। जैसे सेपरेट किचन, [संगीत] डिजिटल एक्सेस या स्टडी फ्रेंडली स्पेस। पेरेंट्स की [संगीत] एजुकेशन भी अनइवन है। करीब 1/4 पेरेंट्स ने कभी फॉर्मल स्कूलिंग नहीं की। लेकिन यहां एक [संगीत] अहम बात यह है कि मदरसा एजुकेशन का हिस्सा बहुत छोटा है। ज्यादातर पेरेंट्स ने मेन स्ट्रीम स्कूल्स और कॉलेजेस में ही पढ़ाई [संगीत] की है। यानी यह कम्युनिटी एजुकेशन से दूर नहीं है बल्कि लिमिटेड [संगीत] रिसोर्सेज में एजुकेशन को मैनेज कर रही है। अगर हम सिर्फ सरफेस [संगीत] लेवल पर आंकड़े देखते हैं तो तस्वीर काफी पॉजिटिव लगती है। जामिया नगर में 94% बच्चे स्कूल में एनरोल्ड हैं। यह दिखाता है कि पेरेंट्स पढ़ाई को सीरियस लेते हैं। साथ ही करीब [संगीत] 3.7% बच्चे ऐसे हैं जो कभी स्कूल में एनरोल ही नहीं हो पाए। इसके अलावा 2.3% [संगीत] बच्चे ड्रॉप आउट कर चुके हैं। और यह ड्रॉप ज्यादातर सेकेंडरी और सीनियर सेकेंडरी लेवल पर होता है। यानी स्कूल तक पहुंच तो बनी है लेकिन पढ़ाई [संगीत] को आखिर तक जारी रखना अब भी मुश्किल है। लेकिन यह पूरी [संगीत] कहानी नहीं है। जब हम डाटा को वेल्थ, कास्ट और माइग्रेशन स्टेटस के हिसाब से देखते हैं, [संगीत] तो तस्वीर बदल जाती है। इस स्टडी के नतीजे साफ बताते हैं कि ड्रॉप को [संगीत] लैक ऑफ इंटरेस्ट से जोड़ना सही नहीं है। मेन रीज़ंस हैं इकोनॉमिक प्रेशर, एकेडमिक प्रेशर, [संगीत] एजुकेशन की बढ़ती कॉस्ट और घर की जिम्मेदारियां। माइग्रेंट फैमिलीज में ड्रॉप [संगीत] का रिस्क ज्यादा दिखता है। हालांकि एनरोलमेंट उनके यहां भी काफी अच्छा है। इससे साफ होता है कि प्रॉब्लम मोटिवेशन की नहीं बल्कि इकोनॉमिक स्ट्रेस और सेटलमेंट इनस्टेबिलिटी [संगीत] की है। अब आते हैं स्कूल लेवल एनालिसिस पर। जामिया नगर का स्कूल सिस्टम धीरे-धीरे प्राइवेट स्कूल्स पर ज्यादा डिपेंडेंट होता जा रहा है। करीब 57% बच्चे प्राइवेट स्कूल्स में पढ़ते हैं। जबकि लगभग 40% गवर्नमेंट [संगीत] स्कूल्स पर डिपेंड करते हैं। यह प्रेफरेंस से ज्यादा पब्लिक स्कूल्स की कमी का नतीजा है। शाहीन बाग [संगीत] जैसे पॉपुलेटेड एरिया में एक भी गवर्नमेंट स्कूल मौजूद ही नहीं है। इसका सीधा असर पेरेंट्स पर पड़ता है। उन्हें प्राइवेट फीस, ट्रांसपोर्ट और कोचिंग पर काफी ज्यादा [संगीत] खर्चा करना पड़ता है। और सबसे बड़ा बॉटल नेक है सेकेंडरी और सीनियर सेकेंडरी [संगीत] लेवल पर। प्राइमरी स्कूल्स तो मिल जाते हैं, लेकिन जैसे-जैसे बच्चे आगे [संगीत] बढ़ते हैं, गवर्नमेंट स्कूल्स के ऑप्शंस कम होते जाते हैं। नतीजा [संगीत] पेरेंट्स को प्राइवेट स्कूल्स, डिस्टेंस ट्रैवल और कोचिंग पर डिपेंड करना पड़ता है। जिससे [संगीत] घर का खर्चा बहुत बढ़ जाता है। इस स्टडी का एक अहम कंट्रीब्यूशन यह है कि यह दिखाता [संगीत] है कि एक ही नेबरहुड के अंदर भी एजुकेशन के रास्ते बराबर नहीं होते। अमीर और जनरल कैटेगरी के हाउसहोल्ड्स के बच्चे प्राइवेट स्कूल्स, इंग्लिश मीडियम एजुकेशन और कोचिंग तक ज्यादा पहुंच रखते हैं। जबकि गरीब और ओबीसी परिवार के बच्चे [संगीत] ज्यादातर गवर्नमेंट स्कूल्स पर डिपेंड करते हैं। जहां रिसोर्सेज और लर्निंग सपोर्ट कम होता है। हाई एनरोलमेंट और इन्वेस्टमेंट के बावजूद लर्निंग आउटकम्स कमजोर बने हुए हैं। असर फ्रेमवर्क पर बेस्ड किए गए असेसमेंट्स बताते हैं कि क्लास थर्ड में 4% से भी कम बच्चे उर्दू में ग्रेड लेवल रीडिंग कर पाते हैं और इंग्लिश में सेंटेंस लेवल रीडिंग लगभग नहीं के बराबर है। क्लास [संगीत] एट्थ तक पहुंचते-पहुंचते भी लैंग्वेज और मैथ्स में काफी बच्चे एक्सपेक्टेड लेवल तक नहीं पहुंच पाते। इसका मतलब यह है कि स्कूलिंग [संगीत] तो हो रही है लेकिन लर्निंग बिल्ड नहीं हो पा रही। क्वालिटी ऑफ एजुकेशन के सिलसिले में जैसे मैंने अभी कहा कि गवर्नमेंट स्कूल्स के सेक्शंस बहुत ज्यादा, गवर्नमेंट स्कूल की फॉर्मेलिटीज बहुत ज्यादा। अब वह फॉर्मेलिटीज और बाकी चीजों के चक्कर में वहां लोग जो है वह सिर्फ [संगीत] स्कूल को मेंटेन कर रहे हैं। अब प्राइवेट स्कूल्स हैं तो प्राइवेट स्कूल्स वाले जो हैं वो उनके पास जितने [संगीत] रिसोर्सेज हैं यहां हर प्राइवेट स्कूल डीवीएस के स्टैंडर्ड का नहीं है बल्कि उससे बहुत नीचे हैं। इस सबके बावजूद 97% [संगीत] से ज्यादा बच्चे हायर एजुकेशन करना चाहते हैं। यह एस्पिरेशन [संगीत] लड़के लड़कियों, अलग-अलग कास्ट या इनकम ग्रुप्स में ज्यादा बदलती नहीं है। इससे एक [संगीत] बात बिल्कुल साफ हो जाती है। प्रॉब्लम एस्पिरेशन की नहीं है। प्रॉब्लम है एस्पिरेशन और इंस्टीट्यूशनल कैपेसिटी के बीच [संगीत] बढ़ते गैप की। अब एक बहुत अहम लेकिन अक्सर नजरअंदाज होने वाला सवाल [संगीत] कॉस्ट ऑन एजुकेशन। यह स्टडी दिखाती है कि जामिया नगर में एजुकेशन सिर्फ इंस्टीट्यूशनल इशू नहीं है। यह एक फाइनेंशियल [संगीत] बर्डन भी बन चुकी है। प्राइवेट स्कूल्स में एजुकेशन कॉस्ट काफी ज्यादा बढ़ जाती है। खासतौर पर सेकेंडरी लेवल पर इसके साथ जुड़ा है कोचिंग का सवाल। इस स्टडी के [संगीत] मुताबिक ज्यादातर बच्चे खासतौर पर प्राइवेट स्कूल्स में कोचिंग लेते हैं। यह कोचिंग एनरचमेंट के लिए नहीं बल्कि [संगीत] इसलिए ली जाती है क्योंकि स्कूल में पढ़ाई पूरी तरह समझ नहीं आ पाती। इसका मतलब यह है कि कोचिंग अब ऑप्शनल नहीं [संगीत] रही। वो एजुकेशन सिस्टम का शैडो एक्सटेंशन बन चुकी है। लो इनकम हाउसहोल्ड्स के लिए यह खर्च पढ़ाई को लगातार [संगीत] जारी रखना मुश्किल बना देता है। और यही जगह है जहां ड्रॉप का रिस्क तेजी [संगीत] से बढ़ता है। इसलिए जब हम एजुकेशन आउटकम्स की बात करते हैं तो हमें यह भी समझना होगा कि हाउसहोल्ड्स कितनी इकोनॉमिक [संगीत] कैपेसिटी के साथ इस सिस्टम को सस्टेन कर रहे हैं। जामिया नगर की यह स्टडीज साफ दिखाती है कि अर्बन मुस्लिम नेबरहुड्स [संगीत] में एजुकेशनल डिसएडवांटेज को कल्चर या एनरोलमेंट के आंकड़ों से नहीं समझा जा सकता। [संगीत] यह पुअर पब्लिक प्रोविजनिंग, रैपिड प्राइवेटाइजेशन, इकोनॉमिक प्रेशर और लर्निंग क्वालिटी की कमी [संगीत] का नतीजा है। जामियान नगर कोई एक्सेप्शन नहीं है। A detailed household study of Jamia Nagar, in south-east Delhi, sets out to test that claim against actual data — and finds it does not hold up.

A study built to answer a real question

The research, School Education in a Muslim-Concentrated Urban Neighbourhood: A Case Study of Jamia Nagar, is a collaboration between Nous and the Delhi unit of Jamaat-e-Islami Hind. It surveyed 2,700 households across 12 localities and traced the schooling journeys of nearly 3,900 Muslim children aged 3 to 18 — not just whether they were enrolled, but the conditions of the households they came from, the schools actually available to them, and their foundational learning outcomes in language and maths. One of the study's organizers explained the motivation plainly: despite a concentration of influential Muslims and major institutions in the area, no shared, evidence-based picture existed to plan around. "We needed some basic information," he said, "on which we could build a long-term plan."

High aspiration, real constraints

Jamia Nagar's socioeconomic profile explains much of what the data goes on to show. Most households are nuclear; roughly half have migrant backgrounds, largely from Uttar Pradesh and Bihar. Many families fall into low or lower-middle income brackets, and a significant share lack basic amenities — a separate kitchen, digital access, or a space conducive to studying. About a quarter of parents never received formal schooling themselves, though the study found madrasa education makes up only a small share of that history; most parents who did study went through mainstream schools and colleges. The community, in other words, is not distant from education — it is managing education within limited resources.

On the surface, the numbers look strong: 94% of children in Jamia Nagar are enrolled in school, a clear sign that parents take education seriously. Roughly 3.7% of children have never been enrolled at all, and another 2.3% have dropped out — mostly at the secondary and senior secondary levels. Access to schooling, in other words, exists. Staying the course to the end is harder.

Wealth, caste and migration change the picture

When the study disaggregates by wealth, caste and migration status, the picture shifts. Dropout is not explained by a lack of interest — the leading causes are economic pressure, academic pressure, rising education costs and household responsibilities. Migrant families show a higher dropout risk despite comparably strong enrollment, pointing to economic stress and settlement instability rather than motivation as the driver.

A private-school system built on public absence

At the school level, Jamia Nagar is becoming steadily more dependent on private education: about 57% of children attend private schools against roughly 40% in government schools — a pattern the study attributes to a shortage of public options rather than preference. Densely populated areas like Shaheen Bagh have no government school at all, forcing families to absorb private fees, transport and coaching costs directly. The bottleneck sharpens at the secondary and senior secondary levels: primary schools are relatively available, but government options thin out as children get older, pushing families toward private schools, longer commutes and coaching to compensate — all adding to household expense.

The study's clearer contribution is showing that education pathways are not even within the same neighbourhood. Wealthier and general-category households get children into private schools, English-medium instruction and coaching; poorer and OBC families depend more heavily on under-resourced government schools. And despite high enrollment and real household investment, learning outcomes remain weak: ASER-style assessments found fewer than 4% of Class 3 children could read at grade level in Urdu, with sentence-level English reading almost nonexistent; by Class 8, many children still fall short of expected levels in language and maths. Schooling is happening. Learning is not reliably following it.

Coaching as a shadow curriculum

Government schools, the study notes, are burdened by procedural overload that leaves little room for anything beyond maintaining the school itself, while most private schools in the area operate well below any recognized quality standard. Despite that, over 97% of children said they want higher education — an aspiration that holds steady across gender, caste and income group, making clear the shortfall is not one of ambition but of the widening gap between that ambition and what the institutions around it can support.

That gap has a price tag. Private school costs rise sharply at the secondary level, and coaching — taken by most children, especially in private schools — has become less an enrichment than a necessity, filling in for material children aren't grasping from classroom instruction alone. For low-income households, that expense makes sustained schooling harder to afford, and it is precisely where dropout risk climbs. Jamia Nagar, the study concludes, is not an exception. It is a case study in what happens when high aspiration meets a weak system: poor public provisioning, rapid privatization, economic pressure and uneven learning quality combine to keep inequality intact, no matter how many children walk through a school door each morning.
